Hamilton made his buddies rich by finding a way to fund war IOUs given to the revolutionary soldiers. The soldiers thought the IOUs were worthless so they sold them for 5 cents on the dollar to Hamilton's friends who knew they were gonna be fully backed by government fiat and invested heavily in getting as many of these IOUs in their possession as possible. Central Bank, whisky tax, and Sedition act all followed.
