Surface Tension - James Blish.
This story is a solid write. Blish has a special place in my heart and this short story, though not as short as some of the other entries, is masterfully done.
Synopsis.
Men crash on a planet with a seed kit to make it habitable. Unfortunately they’ve not enough to survive on. Shrinking themselves they establish a lineage of micro men underwater. But will water contain them?
