I understand this is a fictional story, but it doesn't hurt to add some facts to it, like, NYS Medicaid (expansion), and that hospital social workers would help patients enrol into the programme if the patient does not have insurance and struggling financially. By the description of the author, FL's mum does not seem to be earning more than $19,000 annually, so she should be eligible to NYS Medicaid.
