The "three envelopes" school of management: Whenever a new NASA administrator is appointed, he is handed three numbered envelopes and told to open them one by one as the inevitable crises arise. The first holds a message saying "Blame your predecessors." The message in the second envelope says simply, "Reorganize." The third envelope's message reads "Prepare three envelopes."
