I'm only on a page 100, but already I can see these themes developing. In that way this is reminding me of "Dead Man Walking" where the death penalty is addressed within the context of one man's story, but branches out into a broader discussion about the legal justice system, inequalities, victim's rights, and even a he nature of "evil," and what that may mean.
Your comment prompted me to look at her author page and her other books. Lots there I'd be interested in reading. I think I came across this one as a goodreads suggestion based on other books I had read.
