While members choose their representatives, the authority held & exercise is derived from God, not the members. The indep. view of governing by the consent of the governed is really no authority at all. Still the Word & liberty of conscious limit pwr.

Bannerman establishes Scripture as the source for the structure and powers of the Church. Contrary to the latitudinarians, the church has NOT been left to the liberty of her own discretion regarding Church Gov. Some particulars are expressly stated by Scripture, some given to us by example, and some necessarily inferred. Where liberty does exist is in maintaining decency and order.
