Didn't know the US colonization of the Philippines informed surveillance and 'security' tactics against black Muslims during the 1930s and 1940s. Makes sense though. the tactics of one instance of subjugations are always used again when trying to subjugate another group

Ch1 highlights how concepts of the Muslim 'Other' withn European powers (Spain, England, France) have changed over time. Powerful states in W. Asia, like the Ottoman Empire (17th century) did not allow for the kind of racism towards those considered Muslim that would develop after WWI. The system of race/capital has both int'l and domestic dynamics that play off (and encourage) one another.
