The fact that the tributes got “vets” instead of doctors really shows how the capitol views the tributes as animals, like how they were placed in a zoo, and got food whenever they “performed”.

Dr. Gaul is literally insane and is one of the MAJOR reasons snow becomes as ruthless as he does…bc he has someone higher up who supports his ruthlessness, which is why he pushes away any good side he has and just focuses on his dark side
