I'm aware that these books aren't meant to be amazing works of fiction however so far this one has been bad.
I've enjoyed the Charmed paper backs I have read before, however this one is just bad. I have no idea how this got through to publications based on the mistakes that were made in the first three chapters.

..and incorrect powers. Paige and Phoebe can now throw energy balls? I can hand wave away Paige doing it by saying she called for one, but a major story line of Phoebe is that she doesn't have an offensive active power.

True, but as seen in a few episodes after Phoebe gets her empathy powers, she has the ability to Channel others' emotions, which are tied to powers, and therefore can channel her opponents powers against them. Like in the episode where she was possessed by Mata Hari's Karma, after she was dispossessed she used her channeling to throw back a bunch of energy balls at the demons who were aiming for Jason.

Okay, now that I have actually read that scene, I agree more with you. It says: "Phoebe held out her palm, concentrated, and formed an energy ball."
That is definitely a big deviation from the show, as was the fact that Cole threw an energy ball too, since at this point in the timeline, he'd already been turned human, but before he became the Source.
I keep reading these books as I love the Charmed series, but they are more like published bad fanfics than. So many inaccuracies, but I will read them all eventually
