Starting to pick up. Was a bit of a struggle to get into. Starts with a big info dump, not my favourite way of world building (I prefer to be shown not told and have things revealed organically). Glad I sticked with it. The refugee situation feels very relevant, as if this could have been written in the last few years not decades ago.
