'To Philip laws and theories were good or bad in themselves; to William only in their effects. While Philip believed in uniformity and rule, William preferred variety and individual discretion.' (p. 33)

The dichotomy she creates feels like a product of its time. The book was written in 1944. Democracy vs. totalitarianism (or just communism)?
