Manasseh Cutler a Pastor of a Congregationalist Church, a doctor and a lawyer, works to get the Northwest Ordinance passed in 1787 before the US Constitution was even passed. In it he argued for public education, and no slavery! It was passed and made Ohio, Indiana, Illinois, and Michigan, and Wisconsin the first territories which outlawed slavery even before we were a nation.
