“The key question to decide whether the state is capitalist or not is who controls the state, whose interest it serves, and what logic drives its state-owned industry. If workers control the state and use its power to address democratically determined social needs, then it makes sense to call it socialist. But if bureaucrats and capitalists control the state, use it to make profit….. it remains capitalist.”
