LOL! Given that the author has the word addict in there, I'll assume she's talking about H. But I'm not sure I like the comparison to a 'baby addict.'

That's what I assume D.G. If you read this quote literally, that is what it implies. A baby addicted to Heroin. And I have stated in review comments, I have a problem with this. This could easily have been conveyed in a different way to get a point across. I am glad that I am not alone in feeling this way. I will definitely write a review of this book once I am finished.
I saw in your review that that wasn't your only problem with the book.
