"[Because] many Iranians leaders (probably including Khamenei) see the United States as their principal foe, they also seek to weaken the United States wherever they can." Ironically, many American leaders felt the same towards the USSR in Reagan's era, and supported anything that hurt the Soviets, including what would be called terrorism if committed by another country. (E.g., Charlie Wilson's War).
