I think that the book is a plot driven story. No matter what the characters do, they'll end up in a bad place. Even when they try to get around without trouble, trouble will meet them. I.e. When Harry and Cedric got to the triwizard cup, and ouch end it, they ended up in a graveyard where Wormtail was helping Voldemort rise to power again. Harry and Cedric didn't want trouble here, they just wanted to win.
