This is supposed to mean: "Who is this who is coming?" which was the inscription found on a bone pipe in 'Witch Hunt' which was the last book that I read. How did I end up reading this story. Was it related somehow? Weird that the inscription on the whistle in this story would be the exact same.

Yup. I've been engaging with Spooktober stuff for the past couple of weeks and to be honest, most of it has been absolute trash.
The deeper one falls into genre writing, the more that danger grows. Some older horror is tedious AF because bad manners were enough to horrify an Elizabethan audience.
