I'm sorry but, there's a glitch in the Kindle version of The Advocate's Quandary. It was corrected the day of the release. So, you may have gotten one with some chapters out of order. It's easy to check, just go to Chapter 15 and see how it starts. It should read:

Thursday late afternoon
It was quiet in Sabre’s office.
