Katniss is blamed from President Snow because she persuaded other people to casue a uprise to make a new district ( 13 ). I think Katniis feels like she has done really bad things ever since she won. PRESIDENT SNOW is the worse presidnt because he is blackmailing katniss by saying if she doesnt stop the uprise he will kill her LOVED ONES.
