I believe there are occasions when the story is not coming to me, but I don't see that as a block, but a new opportunity to rethink what I'm writing. If the story isn't coming to me, then I do research to see if maybe I can find a detail whether it be a newspaper article from the day the story is set or a song that maybe my character would be hearing on the radio that will set my mind free.
