Evergreen is a principality outside of the empire. Self-governing, it reflects the ideals of its founders. Six emperors have presided over a period of growth and prosperity. That prosperity seems to be failing for the Beranians. The Beranians were given sanctuary by the first emperor when the quantum drive on their colony ship failed. They share similar values, but their leaders seem unable to lift their people from poverty. Resentment has grown and been stoked by propaganda.
