President George H. W. Bush made this pronouncement on 15 February, 1991 prior to the one hundred hour war during which the US expelled Iraq from Kuwait.
Following the First Gulf War Shia Iraqis took President Bush at his word, rebelled against Saddam Hussein throughout Iraq. Initially successful, they were subsequently massacred by the dictator using helicopter gun ships sanctioned by the war’s end treaty.
