Comics that were originally NOT published by DC or Marvel, but were later aquierd by one of them can only be voted on if you vote for an issue/volume that was released before Marvel or DC aq long as you vote for an issue/volume that was released before Marvel or DC aquired them, and you must list in the comments who the original publisher was.
Mirriam Webster dictionary defines Superhero as : a fictional hero having extraordinary or superhuman powers; also an exceptionally skillful or successful person. Cambridge dictionary defines it as a character in stories or movies who has special powers, such as the ability to fly, that are used for fighting evil or helping people; a superhero is also a person whose actions or achievements are far greater than what people expect. In What Is A Superhero (edited by Robin Rosenberg and Peter Coogan) Stan Lee definded it as,"...a person who does heroic deeds and has the ability to do them in a way that a normal person couldn't. So in order to be a superhero, you need a power that is more exceptional than any power a normal human being could possess, and you need to use that power to accomplish good deeds. Otherwise, a policeman or a fireman could be considered a superhero. For instance, a good guy fighting a bad guy could be just a regular police story or detective story or human-interest story. But if it’s a good guy with a superpower who is fighting a bad guy, it becomes a superhero story. If the good guy is doing something that a normal human being couldn't do, couldn't accomplish, then I assume he becomes a superhero..."
This list WON'T include fantasy fiction, science fiction, or science fantasy. Those are all separate genres that, like the superhero genre, are sub genres under the umbrella genre speculative fiction.
Do NOT list stories just because they have a hero. Many stories that aren't part of the superhero genre feature some type of hero.

How far do we want to stretch the definition of "superhero" for the purposes of this list? I've stuck to adding things which fall pretty clearly into traditional superhero tropes, like Watchmen, V for Vendetta, Witchblade etc., but there are some other things I could potentially add like Judge Dredd or Hellblazer. I see someone already added some things I thought were more high fantasy than superhero-based (Nimona, The Prince and the Dressmaker).
I assumed the title meant superhero titles which weren't Marvel or DC, but I guess it could mean any comics which aren't Marvel/DC superhero titles. Guess we'd better wait for the list creator to clarify.
Excellent question! Until I put up a description like I did for the fantasy comic and science fiction comic lists I started I'll try typing something here to somewhat answer your question. (^^); *deep breath* Okay, let's start!
I know some people like to catagorize superhero fiction as a fantasy or science fiction (which are sub genres under the umbrella genre speculative fiction) sub genre, but I catagorize it as a separate speculative fiction sub genre. Superhero fiction has its own story telling stereotypes, cliches, tropes, et cetira. that are entirely separate from fantasy and science fiction.
