I think writer's block only occurs when you've been away from the project for too long. You have to really be intimate with the story and the characters for the WIP to be fresh in your mind. Then the plot and the dialogue flow. Also, if the story isn't plotted out scene by scene then you have no way of knowing where you're going. Plotting is usually the culprit.
