On page 30 of Part 3 Jeff hands the beggar two twenty's and place his hands on his as if healing the man. The man turns away and says "What.... What did the man say to Jeff? Did Jeff heal him or just provide him with hope for change in his healing hands?

Yeah, that is Jeff being Jeff. He didn't want the beggar or Stanley asking questions, so the light turns green before either could really grasp what was happening. Jesus had a problem with miracles because it became what people came to see. Jeff doesn't want to be about miracles. But yes, he healed the man.
