The best advice I can give is to write, even when you don't feel like it. It's the only reason I finished my novel. If you only accomplish a few sentences... it's more than nothing, and often leads to ideas you might never have had.
Also, remember that writing fiction is a form of entertainment, and you're part of the audience. If a character isn't entertaining to you... odds are it won't be to anyone else.
