I keep a list of story ideas and always add to it. Over time, some ideas gather more ideas than others, and that snowballs into something resembling a story. Good ideas tend to snowball well.
The other part is dedication of time and dedication of energy. I write every work day at lunch. This way I know that at least SOME progress is being made in a forward direction.
