That question is a bit misleading. If I wait to get inspired to write, I'll write in spurts and fits. Instead, I treat it like a muscle. Write often, and the inspiration will follow. During NaNoWriMo, it was common to dream about my characters. Even now, when I'm writing on a regular basis, the characters "chatter" quite a bit. So, if you want to BE a writer, sit down and write on a regular basis.
