If you have a particular idea in mind, which is the piece of writing that best deals with it: a short story or a novel?

When I get an idea for a piece, I have found I develop it first as a short story. I don't know why. But as I do this, it often takes a flight of its own, and I see that this could or perhaps should become a novel. What do you think?
