I think that would have to be Fagan and the Artful Dodger, from Carles Dicken's Oliver Twist. Fagan was a villain who exploited the children he cared for, with the Artful Dodger being his star protegee. Although Fagan' kept the ill-gotten gains derived from 'his' children's pickpocketing, I believe he genuinely cared for the boys and in particular Artful Dodger (at least as portrayed in the 1968 Musical film version) :)
