Nothing gets done unless money changes hands. And once paid, some officials will act, regardless of whether what they are doing is right or wrong.

As citizens, many have come to accept this as normal. That if you need help, you must pay, or you will be ignored. This acceptance has created an environment ripe for abuse. Now, criminals are exploiting the same system. Instead of paying officials to act, they pay them not to act. Buying silence, protection, and even cooperation in criminal activities.

This is how we have arrived at where we are today. Many departments and institutions are perceived to be compromised, with ties, direct or indirect, to criminal networks. Criminals operate with growing confidence, believing they have protection from within the very system meant to stop them.
And yet, despite all of this, the same government asks citizens to trust the system and let the law take its course, even as corruption appears widespread.
