Thanks. The other one by Hartwell is this one's sequel. As for Westfahl's book, it doesn't seem to be an short SF collection.
Here's one with 34 stories in it. It's an eBook available in several formats. Only one story doesn't seem to qualify as "hard sf".

Based on online reviews (1 only, repeated in multiple spots) you seem to be the only one who has ever read this book Al. How come?
Actually, a number of people have read the book. Very few readers bother to review a book so that others may benefit from their experience. The folks, such as you, here at Goodreads are a wonderful exception.I try to do my best for a book that I like and I'm not above warning folks about a stinker either (although I'm fussy about what I buy since money is so hard to come by, so I rarely read a really bad book). I suppose I should spend more time reviewing the few disappointments I've read, but it's so much more rewarding to help a good book than to be Mr. Negativity (Like the guy in the play, "Critic's Choice").
