"Set foot" is the traditional, correct idiom, while "step foot" is widely considered incorrect or a malapropism. Although "step foot" is increasingly used in popular speech (often as "stepped foot"), it is redundant and considered erroneous by many, as you "set" your foot, not "step" it.
