On the level of the city, there was Robert Moses, who somehow managed to trade up authority over New York’s parks—a position that traditionally entailed little more than serving the needs of the city’s bird-watchers—into a decades-long stranglehold over municipal politics. On the national level, there was J. Edgar Hoover, the spymaster who held presidents under his thumb. And in foreign relations, exercising more effective authority than perhaps anyone else in U.S. history, it was Douglas MacArthur.”
