所謂「國家越糟法網越密」，法律大量地脫離現實，與社會脫節，不為人知，難為人用，結果人人都可能觸犯法律。一方面在法不責眾的情況下法律失去權威，從而進一步不被執行；另一方面人人犯法等於賦予了權勢者新的迫害武器和尋釁工具，懲治誰或不懲治誰就成為最大的權力，法治則成為新的專制。
