This seems to be the theme of the story.
There's a profound awareness of life that comes from its near extinction.
The author presents characters who are maladapted to the society in which they live. Presented as ugly and broken, perhaps the author is pointing out that even the least of us are alive, and isnt that worth something?
Each character in their own way come to engage in their life. Daring to dream, love, and even flourish in spite of a system that rejects, pitys and disregards them.
