The book details how Pakistan's army and ISI transformed jihad into a tool of statecraft for perpetual conflict with India, drawing on Pandya's expertise in counter-terrorism and Kashmir dynamics.

India bureaucrats sitting in Delhi had a supercilious attitude towards Kashmiri matters. They had an abysmally poor understanding of jihadi terrorism and Kashmiri history. Their lack of knowledge and interest, their incompetence, pessimism and scornful attitude towards outside security experts, coupled with their snobbery and arrogance, made for a lethal combination. It was a guaranteed recipe failure and disaster.
