Good subject tackled but poorly edited book.

India bureaucrats sitting in Delhi had a supercilious attitude towards Kashmiri matters. They had an abysmally poor understanding of jihadi terrorism and Kashmiri history. Their lack of knowledge and interest, their incompetence, pessimism and scornful attitude towards outside security experts, coupled with their snobbery and arrogance, made for a lethal combination. It was a guaranteed recipe failure and disaster.
