It is possible to draw a rough comparison between the Hanseatic League and the cities associated with Carthage. Both were maritime, commercial alliances that could provide military protection at need. Neither sought to exercise power by force of arms.
So far, HZ has not made this point, and my attempt at googling Hanseatic Carthage led to no relevant hits. I guess there is a book there for someone to write.

Supposedly they are a priori ineffective and unqualified to exercise state power. But the Hanseatic League, covering much of northern Europe west of the Rhine, was for a time the dominant force in European affairs.
