The more you train without tools, the better the tools work when you add them.

For the first day or two keep the sessions separated meaning only using the collar before or after the command. After a couple of days you can integrate both ways. Once the dog is trained completely I never use the e collar before the command. At that point, the maintenance phase it is only used after the command when the dog does not comply.
