If any reform is going to work, teachers must be able to innovate. Site and district administrators must create an environment where teachers are able to learn from one another in ways that are most beneficial to the teacher. The must remove mandated restrictions that stifle the progress of teacher growth.

Formative assessment is the most effective teaching practice. But, it requires dramatic change over what is currently emphasized in schools. Right now there is a big push toward summarize assessment and learning outcomes.
