I am reading this a third time. Institutions change, new ones are created and old ones are destroyed. Trying to understand e.g. the institution of Finnish Foreign Policy (myöntyvyys, deterrence by appeasement). How it was reinforced by certain actors getting economic benefit and how it is now undermined also because of the collapse of the economic benefits besides the institution not working as deterrence.
