De Quincey is having the same treatment as Valentine in the first trilogy of the mortal instruments. Everyone knew about him, you hear rumors about what he is like etc... To build a certain expectation of meeting him to the readers and to make the reader fear him. It's a bit boring, as someone who is binging all the series, but interesting
