Victoria intentionally sabotages her foster placements; she avoids connection to anyone & distrusts people in general. Until Elizabeth, who insists there's nothing V can do to make her give her back to the state.
Victoria realizes she's found a place she wants to stay; Elizabeth has taken V with her to meet her sister Catherine. Still unclear what the conflict was; E told V that C "planted the yellow roses."

Another flashback: Victoria tells about the first days of her stay with Elizabeth. Elizabeth greeted her with a warm bath, generous kitchen table of "kid food", and a bouquet of flowers that she tells V mean "welcome". E teaches V about the Victorian language of flowers. Special attention is given to the yellow roses in E's garden; they symbolize infidelity. Carlos is the foreman who lives in the trailer.

After 3 months in a transitional home, V has now been evicted. Meredith had urged her to secure a job & develop a plan to prevent eviction, but E devoted her time to stealing, caring for, & relocating plants. It’s clear that E harbors deep mistrust toward M, believing M took her case to strengthen her standing as a social worker.

Victoria stayed with Elizabeth when she was 9; the text doesn’t tell how long. E gave her flower‑themed books that V still owns.

Victoria, now 18 and emancipated, has lived in group homes for most of her life after being abandoned as a baby. She doesn't know her origins -- who her biological parents are, her birthplace, not even her real birthday.
She knows a lot about botany and chooses flowers to convey certain messages. Shortly before leaving her last group home, she steals dahlias, which mean dignity, and gifts them to her housemates.
