2. Are there supporting products and services? Building blocks.
3. Are there enabling functions that enable the creation of products and services?
4. Does the organization have pop up systems? Eg temporary teams or units to address a specific problem or special request

1. ID potential FL2 systems
2. Connect FL1 to FL2 systems
3. Remove unnecessary FL1 systems
4. Identify need for coordination between FL2 systems
5. ID FL3 systems to link strategy and work flow
