2. Connect FL1 to FL2 systems
3. Remove unnecessary FL1 systems
4. Identify need for coordination between FL2 systems
5. ID FL3 systems to link strategy and work flow

Think about is as an INVESTMENT budget, not a COST/SPEND budget
