I have never been a Gale fan, but the more times I reread this book, the more I realize that what I view as his shortcomings are very much by the capital's design.
In this section, this is most clear in his hatred of Madge, due to her privilege as the mayor's daughter, but her name is in the same reaping bowl as everyone else's. The only one who benefits from district people hating each other is the Capital.
