Because so far there are no absurd tangents, there's no random scenes thrown in for the DRAMAS, the purple prose is a bit more lilac than violet, and while there's still a focus on relationships, the characters are given a bit more room to breath.
In other words; There's no way Clare is writing this.

10% in and we've introduced an absurd amount of characters, established the beginnings of a FEW love triangles, and already counteracting previously established lore.
At least she TRIED to give a reason for why guns don't work but it still doesn't pass the sniff test.
Also, NOTHING HAS HAPPENED YET. At least not actiony. We just have character/relationships being established and it's actually not that soulcrushing.

is starting
As of writing this, this is the only ShadowHunter series I have left to read. I'm not counting the short story fanfic books she had other people write for her and I think there's a book or two that's just Magnus and Alec and since I hate that pairing, I'm not going to torture myself THAT much.
She's finally written something NOT Shadowhunter so I might have to read that one at some point.
