zech takes his place in long tradition regarding Shinar/Babylon as the seat of iniquitous rebellion against God. wickedness in ephah vision transported to Shinar is for it to return to where it belongs. It had come from Babylon, and had dogged the steps of God’s people, leading to their captivity at her hands. in the day of restoration, YHWH will remove wickedness from His land, & force it to return whence it came
