I find it kind of remarkable that this is the only book that actually spends significant time on the OIRA despite being so significant. It owes to the fact that so much coverage sees this not as politics but sectarian violence, therefore the group with the highest body count necessarily defines the story. But even the Provos were created, in part, by the Officials, and their position remains salient.
